Voskepar community is one of the oldest villages of Armenia being established in the 5 th - 6 th century AD. Surb Astvatsatsin (Blessed Virgin) church is still standing in the territory of community and was also built in the same period of time. The village is situated nearby the road leading from Ijevan to Noyemberian.

Economic Assessment
 
The area of the community is about 1,156 ha of which 493 ha are pastures, 384 ha arable lands and about 56 ha forests. Traditionally the villagers are involved in horticulture and animal husbandry. They have 850 heads of cattle of which 450 are cows. Considering local climate and landscape local cows milk productivity is below the average 2000 ℓ per annum.
The weaknesses from the economic development point of view are mainly remoteness from and/or inaccessibility of the main markets, insufficient irrigation, and somewhat threat of incidental firing from Azeri side.
A new gravity irrigation pipeline, which is now under construction, will make possible the production of rich fodder. This activity will allow for an increase in milk productivity and livestock breeding.
Revitalization of production of high value crops is another development opportunity. The expected irrigation would allow for the planning of various fruit trees and grapes.
A minimum set of new agricultural machinery such as crop harvester, cultivator, mowing machine, sprayer and other relevant machinery can enhance the efficiency of horticultural activities in Voskepar.
