History
 
The village of Deghdzavan was established in 1973 and borders Azeri villages in the Georgian province of Marneuli. Deghdzavan, initially incorporated within the Archis region of Noyemberian, boasts a successful tradition in farming, particularly in grape and vegetable growing. Separated from Archis formally in 1987, the village is currently populated primarily by Armenians from Javakhk and Armenians refugees from Azerbaijan.

Infrastructure Assessment
 
In 1980-1985 Deghdzavan had 150 families with about 750 inhabitants, with less than half remaining today. Although several cottages have been constructed through state budget allocations in Deghdzavan, an extensive housing project (about 15-20 cottages) would need to be implemented, if, as reported by current community members, some 300 former inhabitants would return to the community with the right infrastructure communities.

In 2001-2003 ASIF constructed a new school building but it doesnt have drinking water supply. Thus a 50 ton water reservoir urgently needs to be constructed as well as the flooring repaired. The school also needs a gym, furniture and heating system.

Telephone: Cell / Land Subscribers are connected to an old analogue exchange in Ptghavan (neighboring village) via obsolete lines, therefore the quality of service is very poor

Community / Cultural Center There is no cultural center. Currently, the community center is located in an old barrack. A new community center constructed would accommodate mayors office, culture center, the clinic, and library.

Economic Assessment
 
The village has 8 tractors of various capacities. Of the total land in the village 202 hectars are arable lands, 201 hectares are pastures, and 8 hectares of farm land.

Considering the regions climate, irrigation possibilities as well as available land resources it is horticulture and viticulture seem to fit the villages profile best.
Restoration of the irrigation system will allow for the planting of new orchards (mostly peach) on about 160 hectares of arable lands.
Establishment of agricultural produce distribution links with major fresh fruit and vegetable wholesalers especially those targeting export markets is needed.Additionally, the construction of small fruit and vegetable solar dehydration centers in the community will also add to the variety of output.
The animal husbandry sector must be developed by improving breeds, better feeding and as a result increase of animal products, particularly, dairy output for commercial use.
Currently, all produced milk and derivative products are for household unse in the village. Inter-community barter transactions with other produce which are not grown in the community and non-food goods are common.
Irrigation infrastructure will not only provide for increased cow-milk productivity (by 15-20%) but it will also minimize the impact of climate fluctuations on milk production, making the entire process more planned and managed.
