History
 
The village was established in 451 in honor of famous Armenian general, Vardan Mamikonyan. On his way back from a battle, he let his army rest and planted an oak tree, which remained about 1500 years. It was considered a holy tree and since that day, the village has been called Nerkin Aghdan. The village is located on the left bank of the Aghstev River. In the south it borders Lusadzor village and in the north Achajur village. Later, the village was renamed to Aknaghbyur.

Road Reconstruct 3.7 km of raod. The government is expected to finalize this in the near future.
Irrigation The old pumped pipeline feeding the communitys irrigation network passes via Achajur (a neighboring village) as a result of which the water losses are substantial. Therefore the current mode of irrigation is not sustainable. However, according to community mayor, it is technically possible to construct a gravity irrigation line. Electricity
Gas 8 km of pipeline installation is needed, but because of the small number of potential subscribers in the village, ArmRusGazprom is not interested in this project
Kindergarten
School

Telephone: Cell / Land The local subscribers are connected to an obsolete analogue exchange; the quality of service is very poor both within the community and to outside destinations.

Community / Cultural Center Currently it is located in a residential building, therefore a new building needs to be constructed which can accommodate the mayors office, cultural center, post office, ambulatory, and trunk-call office.

Economic Assessment
 
Aknaghbyurs territory is prone to landslides. Homes lack proper drainage systems.
Lack of irrigation, poor cattle breeding activities, poor agricultural machinery and inaccessibility to the main market roads are the main economic constraints of Aknaghbyur.
The areas of animal husbandry and agriculture can develop economic sustainability if affordable irrigation and effective access to the main agricultural markets are provided.
A gravity line irrigation system would not only allow for the growth of new orchards and crops such as figs, persimmons and blood oranges, it would also allow for the production of dried fruit, made with fruit and vegetable solar driers, which have a very high market value.
An irrigation line would also increase the growth of rich fodder which would in turn aid cattle productivity as well as breeding. The current number of cattle in Aknaghpyur is not very substantial. An increase in fodder, however, coupled with proper breeding techniques can increase milk productivity from 15% to 20%. A milk collection point should be established in the Ijevan sub-region and the possibility of a developing a slaughter house, or meat processing establishment should be researched.
The community has 21 tractors and other agricultural machines of different capacities.
