Dzoramut: Lori
History

Formerly named Evlu, the village of Dzoramut was founded at the end of the 19th century and was mostly populated by Azeris until 1989. It is now populated by Armenian refugees from Azerbaijan and Armenian families from the southern regions of Georgia.
The two rural settlements of Dzoramut and Gogavan can be found within the community of Dzoramut. It shares a border with Georgia.
The relief is hilly, broken up by canyons and swamps. The main Yerevan-Vanadzor-Stepanavan-Tbilisi road passes through Dzoramut and Gogavan.

PROGRAM COMPONENTS

Infrastructure Assessment

Internal drinking water network is deteriorated. On the other hand the water head is too low to ensure proper supply to all households of the community. There is no gas supply. A 4 km gas pipeline needs to be constructed. There is no public transportation linking Dzoramut to any other community. The villagers can only reach other communities by hitching a ride with a passing car.

Economic Assessment

This village, situated near the Yerevan-Tbilisi highway, is dependent on animal husbandry. Wheat and potato are also grown. They are privately consumed, and bartered for fruits and vegetables brought by vendors from other regions of the country as well as by Azeri villagers from nearby Georgian border villages.
Dzoramut has several hectares of orchards, mainly apple. According to the community mayor, the former inhabitants of the village successfully cultivated apples, pears and some other fruits in commercial quantities. However, today's residents have failed to continue that activity in the same volume, perhaps because of lack of relevant knowledge and skills. As a result, many trees dried and yields drastically decreased. Together with planting of new orchards, technical assistance and agricultural technology and know-how will support agricultural production diversification and sustainability in Dzoramut community.
Hail is a serious impediment to the development of horticulture. It is cited as a main obstacle to cultivation of wheat, barley, potatoes, fruit trees, etc.
To support general horticultural development, using micro-financing mechanisms, a cooperative agricultural machinery center will increase productivity.
Irrigation problems, according to the community mayor, can be resolved by digging deep wells.
Together with the absence of public transportation, remoteness from and/or inaccessibility of the main markets for Dzoramut is a serious constraint for rural economic development.
Delivery to markets can be realized by private means. A delivery vehicle, acquired either individually or collaboratively, can be a solution, for product distribution. The community will also need technical assistance to identify distributors who can be enticed to buy from the village.
Former cheese production capacity is being revived in the Tashir sub-region.
Several dairy/cheese production companies are being set up in the area procuring milk from region's communities. Almost all households keep a few cows. The milk is procured daily for 80-90 dram per liter for a cheese-making company located in Tashir, the sub-region's capital. The residents claim that the offered price for raw milk is very low. Considering the current milk productivity in those communities it could be assumed that the only way out of this situation is to significantly increase productivity and quality.
Cheese could become an impetus for the development of animal husbandry in the region given the favorable local conditions - fodder-rich sub-alpine meadows and mild climate. Dzoramut currently has about 400 cattle of which 250 are cows. There are 2 cowsheds; one is privatized while another is being reclaimed for common use. These facilities could serve as a basis for further development of animal husbandry in the community. Dzoramut residents use the pastures of the bordering Georgian community. For this, they pay 1000 AMD per month per cow. This obviously impacts milk production costs. However this community has unutilized opportunity - large arable lands (499 ha.)
Taking into consideration that raw milk is produced from a sub-alpine zone it would be interesting to start activities towards development of organic dairy farming in the region. There are Argentinean and Indian distributors in Armenia interested in organic production.
There are several carpet weaving enterprises in the region. The needs of that industry, its capacity, its ability to absorb new labor from the region, must be studied.

This is the regular train that serves the needs of the people of Armenia's Shirak region. It has not been replaced for more than forty years and still bears the (now rusty)symbols of the Soviet Empire. Convenience and comfort are two things one will not find here.
