Khndzrstan village is situated in Askeran region. The distance from the regional administrative center is 20km, from Stepanakert – 25 km. The total population of the village is 870. The community has 1800m2 area. Hilis, Khachen and Tsaxkashat communities are neighboring the village. Khndzrstan river is passing through the village. There is a school, which was built in 2001. It has 130 students. The building of the kindergarten was built at the beginning of the previous century and has been renovated by the villagers. The kindergarten has 50 children. Rural residents are mainly engaged in agriculture. Previously, the village had a silk factory, which provided jobs to 100-130 people also from neighboring communities. Currenlty, the factory is closed, and the machines are no longer being operated. Problem: Khndzrstan municipality building was built on the site of a collapsed church. It was built in the 1950s. Currently, the municipality building is in a very bad condition.

Solution: Hayastan All-Armenian Fund will build a community center in Khndzrstan village. The center will be a multifunctional building with a 250-seat events hall. The administrative part of the building will consist of two floors and will occupy an area of 18m x 10m. The events hall will be a separate structure connected to the administrative building with 12m x 24 m area. The first floor of the administrative part includes a hall, a kitchen, a storage area, a health care point with a separate entrance, a foyer, and a sanitary unit. On the second floor will be the mayor's office, accounting, a library, a playroom and the lobby. The building will have a heating system and a sewage well. The building will be located near the main village road. Since part of the area is on a slope, there will be support walls. The whole area will be fenced and will have two entrances for vehicles, as well as a parking area near the entrance. The area will mostly be paved but will also include green coverage. The construction of such centers not only focuses on solving a number of problems in the community, but also increases the efficiency of all the social infrastructure branches incorporated in the center.
